Determination

The Progress Coalition, formerly the National Democrats/National Coalition for Progressive Democrats PAC, engages in misleading advertising. We have observed multiple questionable practices over an extended period of time, including evidence of self-dealing using a limited liability corporation operated by the PAC’s treasurers. Almost no money raised went to their “endorsed” candidates or to any political program. 

Summary of Assessment Findings

Note: The information below is based on FEC reports through March 31, 2026.  Any PAC financial activity after that date is not included in this analysis.

  • The Progress Coalition raised $623,169 from small-dollar individual donors from its inception in July 2024 through March 31, 2026 and has never meaningfully contributed to the election of any Democratic candidate.
  • In the 2024 cycle, 66% of itemized spending went to fundraising and 34% to operations, with no detectable spending on electoral or campaign activities.
  • In 2025, 68% of itemized spending went to fundraising, 26% to operations, and 6% or less to electoral/program expenses.
  • The PAC’s only clearly identifiable electoral activity was $9,615 in independent expenditures (IE), although it may have spent an additional $22,060 on voter outreach.
  • The PAC ended 2025 with $2,575 in cash.
  • In October 2025, the DNC publicly demanded that National Democrats stop “exploiting the goodwill of Democratic voters for personal profit.” ActBlue expelled the PAC from its platform for violating its terms of service. In response, the PAC’s operators renamed it the “National Coalition of Progressive Democrats” and then soon after “The Progress Coalition.”
  • “National Democrats” was the committee’s name during essentially all of its fundraising and all of its independent expenditures.
  • The majority of donor funds flowed to Impaction, a highly opaque vendor that received 70% of all disbursements in the 2023-2024 cycle and 38% in the 2025-2026 cycle (Jan. 1 2025-March 31 2026).
  • Impaction owns the registered trademarks for both “National Democrats” and “Every State,” the two PACs it operates.
  • The PAC’s fundraising communications contain deceptive claims designed to generate donations from Democrats who may not follow events closely.
  • The website raises many red flags: (1) it is vague and unspecific; (2) it does not describe how funds raised will be spent; (3) it makes grandiose claims; and (4) there is no “donate” button.
  • There is evidence of conflicts of interest. The individuals associated with the PAC are associated with Impaction, the largest recipient of PAC disbursements.
  • Scambusters contacted this PAC on January 30, 2026. On Feb 3, 2026 Scambusters received a written response from Andrew Hudson of Impaction that contested our findings, claiming the PAC had “unprecedented results and effectiveness.” No response was received to a subsequent query requesting specific evidence, including details about income received from operating the PACs.
