Summary of Assessment Findings
Note: The information below is based on FEC reports through March 31, 2026. Any PAC financial activity after that date is not included in this analysis.
- Democratic Youth Wave raised $1,933,205 from individual donors — nearly all in a three-month surge from July through November 2024. Only $10,000 went to direct candidate contributions (all safe, non-competitive Democratic seats) and $194,647.24 was filed as independent expenditures.
- The PAC ended 2025 with $1,044,373 in cash (nearly half of the amount it raised), raising only $24,004 in all of 2025 while spending $329,776.
- The PAC’s FEC filings drew five Requests for Additional Information (“RFAI”) notices covering every major 2024 reporting period—an extraordinary level of regulatory attention. In response, the PAC filed amendments that went far beyond what the FEC requested.
- OBR Compliance LLC, which appears exclusively in Democratic Youth Wave filings, received $132,011 across both cycles ($41,011 in 2024, $91,000 in 2026). OBR was formed in September 2024 and lost good standing in July 2025 but continued to receive payments after that.
- There is extensive evidence of conflicts of interest. For example, Nantambu Foley, the Treasurer, appears to be the central figure in the PAC which is interconnected with VOB Development, an entity to which numerous members of the Foley family are connected.
- Act Blue deplatformed DYW in January 2026 and proactively refunded all donors.
- The PAC had a high level of refunds in 2023-2024 consistent with deceptive fundraising practices.
- The PAC’s advertising was deceptive and designed to promote weekly recurring contributions.
- There are numerous Website red flags, including (1) suspect impact metrics; (2) unsupported claims about spending; (3) dubious claims about a Consultant Team; and (4) attempts to raise funds by exploiting the death of Alex Petti.
- On April 9, 2026, Steve Schear requested an interview with Nantambu Foley. No response was received. On April 14, 2026, Schear sent Foley a version of this PAC profile. To date, no response has been received.
