compliance processes. The spending report shows that Win Blue USA paid $747,272 — 66% of its disbursements — to PACtion Data, a fundraising operation. At least 80% of the money raised was spent on fundraising. Win Blue gave
just 2.8% of the total spent, $31,500 net, to Congressional candidates. Based on its FEC filings, Win Blue USA appears to primarily benefit PACtion.

Summary of Assessment Findings

The information below is based on FEC reports through April 30, 2026. Any PAC financial activity after that date is not included in this analysis.

  • The PAC launched in January 2025 and rapidly raised money and rapidly dumped it, a pattern characteristic of high-pressure scam PAC operators.
  • In 2025 Win Blue USA raised $1,251,276 from small-dollar individual donors in its first year of existence and has never filed a single independent expenditure.
  • The PAC ended 2025 with $115,860 in cash, then spent it down — including $103,738 in charitable donations — and terminated on May 18, 2026 with $0.
  • In 2025, 84% of Win Blue’s spending went to fundraising, 5% to operations, % to last-minute charitable donations at termination, and under 3% to electoral/program expenses. 60% of all disbursements — $747,272 — went to a single vendor, Paction Data, for digital and fundraising consulting.
  • The PAC made $31,500 in candidate contributions – representing 2.5% of total disbursements. Each of the contributions made was $3,500 to incumbent Democrats who had already won their 2024 races and were not facing imminent electoral challenges.
  • Win Blue USA has been deplatformed by both ActBlue and Numero, two separate independent fundraising platforms for violating their terms of service.
  • The PAC’s fundraising had largely stopped by late 2025 (2026 receipts totaled under $4,000). Its website went offline in early 2026, and the committee filed its termination report on May 18, 2026, dissolving with $0 on hand.
  • There is evidence of conflicts of interest in that the PAC’s Treasurer is connected to a vendor which received compliance fees from the PAC.
  • The PAC’s fundraising texts contain deceptive claims.
  • There are numerous red flags connected with the PAC’s website: (1) it was not renewed by its provider while recurring donor charges continued: and (2) the website included claims unsupported by FEC filings.
